How to Get a Ballot

Military and overseas voters can request a Vote by Mail (absentee) Ballot by using the Federal Post Card Application (FPCA).

Section 1. Section 3120 of the Elections Code is amended to read:

3120. The elections official shall request an electronic mail address from each military or overseas voter who registers to vote. A military or overseas voter who provides an electronic mail address may request that their application for a ballot be considered a standing request for electronic delivery of a ballot for all elections conducted in the jurisdiction in which they are eligible to vote. An elections official shall provide for electronic delivery of a ballot to a military or overseas voter who makes a standing request for all elections conducted in the jurisdiction in which they are eligible to vote.

If you would like to be recognized by Los Angeles County as a military and overseas voter, you must complete the FPCA and request a Vote by Mail Ballot to vote.

  • Obtain a Federal Post Card Application
  • Complete the FPCA
    • For questions or assistance on completing this form, visit the Federal Voting Assistance Program Website.
    • Once you have completed your FPCA, double-check the application to make sure all information is correct.
  • Submit the FPCA in One of Three Ways
    • Email the scanned form to militaryoverseasAV@rrcc.lacounty.gov
    • Fax the form to (562) 864-6786
    • Mail the form to:

    Note: The FPCA form must be received by the Registrar-Recorder/County Clerk’s office seven (7) days prior to an election. It is recommended that voters outside the United States apply as early as possible to ensure timely delivery and return of their ballot. Faxed ballots must be received by 8 PM on Election Day. Mailed ballots must be postmarked by Election Day and received within 3 days. 
  • Get Your Ballot: You will receive a Vote by Mail Ballot and an Official Sample Ballot.
