Conditional Voter Registration

Eligible Los Angeles County residents who miss an election's registration deadline can still vote at any Vote Center in L.A. County. Under California Election Law, Conditional Voter Registration (CVR) allows a prospective voter to conditionally register and cast a ballot.

How this works:

  • Any eligible voter can go to any Vote Center in the County during the 11-day voting period.
  • Once at the Vote Center, the eligible voter will complete the CVR application.
  • The voter is then issued a CVR ballot to take to the new fully accessible Ballot Marking Device.
  • The voter's experience reading and marking their ballot will be the same, however after the voter prints their paper ballot they will be instructed to return their paper ballot to an Election Worker.
  • As soon as the CVR application is verified, their ballot will be counted and the registration will become active.
  • The voter may then vote in any future election in which they are eligible to participate.

Remote Conditional Voter Registration

What is remote conditional voter registration?

Remote conditional voter registration allows certain voters who are not registered by the 15-day deadline before an election to complete a registration and provisional ballot remotely beginning 14 days before the election.

Do I qualify to use a conditional voter registration remotely?

Military and overseas voters and voters with disabilities may complete a conditional voter registration remotely, and vote a provisional ballot remotely. This service is intended for those voters in the above categories who are not registered and are not able to make it to a Vote Center during the in-person voting period. If you are currently a registered voter, there is no need for this service and you can vote a remote accessible vote-by-mail ballot by going to lavote.gov/ravbm.

Steps to complete a remote conditional voter registration

Step 1: Verify your registration

If you are already a registered voter, there is no need to use this service. To verify your registration click here. If you are registered, you can vote normally by mail, in-person or using a remote accessible Vote-by-Mail (RAVBM) ballot and skip the remainder of the steps below.

Step 2: Register online

  • Click here to register online. Please note the registration number provided to you, which will help us expedite the processing of your registration.
  • If you do not have California Driver's License or ID you will need to print, sign and send the registration form.
  • You must include your email in the registration form
  • If you do not provide the required identification at the time you are registering, you may be a first-time voter and will need to provide proof of residence.

Step 3: Notify our office that you wish to vote a provisional ballot using a remote conditional voter registration

Please note, this link will be provided here beginning 14 days before an election through Election Day.

Step 4: Vote a ballot remotely

Our office will reach out to you after you have notified us that you wish to vote a provisional ballot using a remote conditional voter registration. We will provide you with instructions, including how to complete a remote accessible vote-by-mail ballot.
